In order to start the Who Goes There quest in Zelda Tears of the Kingdom, it looks like you need to go through one of the game’s dungeons or temples first. It doesn’t matter what order you do them in, but it’s probably best to start with the Temple of the Wind. Talk to Scorpius. However, the easiest way to start this quest is to go and talk to Jerrin in Central Hyrule at the Lookout Landing emergency shelter after completing one temple (although we’re not sure if this is required for this path). She will tell you about a voice from the next passage, and this will start the quest “Who goes there”.

How to open a passage in Who Goes There Zelda Tears of the Kingdom
To open the passage in the Who Goes There quest in Zelda TOTK, head towards the tunnel Jerrin pointed out. Break the stone wall and then another one right in front of you. Forget the one on the right for now. Keep following this path and break the walls when necessary (there are usually boulders around that can be fused into weapons). Eventually you will find yourself in a slightly larger cave with a stone wall to the left. The voice will say “Feel me.” when you approach it. Break the wall and talk to the statue. As we explained in our How to trade hearts for stamina guidance, this thing allows you to sell a unit of health or stamina for 100 rupees and then buy a unit of either back for 120 rupees.
